5.  WILL THERE BE BELLS AND HORNS NEXT TO OVERLAND ELEMENTARY?

In short, if the trains use a bridge or an underpass to cross Overland, there will be no need for trains to blow their horns and there will be no need for crossing gates with bells. 

The Metro Board adopted its MTA Grade Crossing Policy in 2003.  For phase 1 of Metro (Downtown Los Angeles to Culver City) applying the policy resulted in an underpass at Flower-Figueroa-Exposition and overpasses at La Brea and La Cienega-Jefferson-Ballona Creek.  It appears that traffic volumes on Overland exceed the threshold for a grade separation.  However, Expo Construction Authority has proposed widening Overland to lower per lane traffic volumes.  Light Rail for Cheviot supports an underpass at Overland as part of Expo Greenway.

It should also be noted that other schools are at least as close to the Light Rail Routes under consideration.  These are some of the comments from the Los Angeles Unified School District for the 2001 Environmental Impact Review:

At Charnock Road Elementary school, the classrooms are very close to Sepulveda, . . . .  Please carefully assess the noise impacts in these classrooms and identify the ambient and projected noise levels in the FEIS/EIR. . . . .  1) will parking be removed along the north side of Sepulveda by the school, and if so, has the removal of parked cars which buffer noise been considered in projecting future noise in the classrooms? 2) will the sidewalks be narrowed to 8’ by these classrooms, and has the fact that vehicles will be traveling closer to the classrooms been taken into account in determining the noise impacts? …
